Mailman caught on camera pepper-spraying small dogs through gate

HOUSTON (KTRK/CNN) – The little dogs sport new haircuts and their usual spunk as their owner, Jose Cruz, shares pictures of his dogs that showed them with irritated eyes and discolored coats.
The video that went with the photos shows a U.S. Postal Service mail carrier using pepper spray on the animals on the other side of a locked gate.
“It was pretty bad, what he did,” Cruz said.
The mailman and mailbox were on one side of the gate. The dogs, Bella, Romeo and Lexi, were on the other side, with no chance of getting out.
After seeing the video, people were angry, calling the act disgusting and an outrage, demanding a reprimand and even an arrest.
Investigators with the Harris County Precinct 5 Constable’s Office said 21-year-old John Oveal is the man in the video. He faces three misdemeanor counts of animal cruelty. Court records say he told investigators he saw the dogs and their teeth, so he sprayed like he was trained to do.
Cruz doesn’t buy that explanation.
He didn’t want the mail carrier to be fired or even charged. He just wanted the man to learn a lesson. And to that end, he thinks he has the perfect punishment for the man accused of hurting his dogs.
“I think a little community service, SPCA,” Cruz said. “That’s where we got Bella. We rescued her. It hurts, what he did.”
